Technology innovation is often considered as an oxymoron in the public sector. The stereotypical public administration is seen as bureaucratic, risk averse, and a late follower of the private. This presentation will tell real-life stories, from eGovernment projects to smart cities, from smart transportation to intelligent taxation, of how public administrations that followed a technology-first or techno-solutionist approach ended up indeed with underwhelming results. Instead, those public sector institutions that looked at innovation through the lenses of their purpose and mission, that opened up to ecosystem collaboration, that were able to realize the benefits of EU innovation funding, and that combined technical with social innovation approaches, were able to accelerate public service transformation through technology.

Over the past 60 years, software engineering has evolved rapidly, transforming from a nascent discipline in the 1980s into a cornerstone of modern business. Back then, projects often faced significant challenges due to a lack of standardized practices and limited automation, leading to the emergence of technical debt in the 1990s.

As we approach 2025, businesses must prepare for a future where applications and AI are ubiquitous. Today, 96% of organizations identify as digital businesses, with software engineering at the heart of their growth. CEOs project that nearly half of their revenues will come from digital products and services within the next four years, making modern software delivery critical. Currently, 60% of organizations have formalized their approach to software innovation, with one-third productizing these efforts to drive business growth.

This presentation will explore essential software engineering practices for the next phase of business growth, addressing the challenges and opportunities of integrating generative AI (GenAI). With advancements like DevOps and continuous integration/continuous delivery (CI/CD), software development is now more efficient and reliable.
